WHO WE ARE

Democratic Europe Initiative (DEI) is a non-profit organisation established in Canada that strives towards supporting democracy and good governance in developing countries. Our endeavours are mainly concentrated in the direction of CEE (Central and Eastern Europe) and we work exclusively in the following countries: Belarus, Ukraine, Georgia & Moldova.

The driving force behind our focus is the will and dedication of our team of experts consulting on reforms, establishing local relationships and lobbying on behalf of emerging economies in Canada as well as providing training to local elites (e.g. workshops on how certain institutions work in Canada).

We also support further integration, both bilateral relations with Canada as well as integration with NATO.

Oliver Karlsson

HEAD OF DEI IN BELARUS

Oliver is responsible for DEI’s Belarus practice. Previously, he was the senior fellow for Russia and Eurasia at the International Institute for Strategic Studies. His research interests include foreign policies of Russia and the former Soviet states as well as strategic stability and Euroasian regional security. Oliver was also a Fulbright Scholar at the Moscow State Institute for International Relations. He holds an M.Phil in Russian and East European studies from the University of Oxford.

Scott Mitchell

HEAD OF DEI IN UKRAINE

Scott oversees DEI’s practice in Ukraine. Before joining the team he worked as a Senior Analyst for National Security and Public Safety Team at the Conference Board of Canada, where he was responsible for research on national security issues. Before that, he provided strategic consultancy on issues related to Central & Eastern Europe to Canada’s Department of Foreign Affairs, Trade and Development. He holds an honours degree in political science from Carleton University.

Diederik Mertens

HEAD OF DEI IN GEORGIA & MOLDOVA

Diederik is the head of DEI’s Georgia & Moldova practice. As a former diplomat, he witnessed first hand the end of the Soviet Union. Also, as a researcher at the European Institute of Public Administration in Maastricht and at the Maastricht University his interest included the Russian-Ukrainian conflict, good governance and domestic policies of the former Soviet states. He co-authored studies and coordinated projects on EU regulations. Additionally, Diederik was a Visiting Scholar at the NATO Defense College in Rome. He graduated summa cum laude with an M.Sc in International Security from the London School of Economics and holds a B.A. Hons in history from the Catholic University of Leuven.
